Combine all ingredients in small bowl.

1/4 cup fat-free sour cream
3 tablespoons water
1 1/2 tablespoons country-style Dijon mustard
1 1/2 teaspoons chopped fresh tarragon
1 teaspoon grated lemon rind
1/4 teaspoon salt
